This is the personal website of Tim Phelps, based in Kansas City. This policy explains what the site collects, how it is used, and the choices you have. It is written to be clear and readable, and it is provided for transparency. It is not legal advice.
Who runs this site
Tim Phelps runs and maintains this site. It is a personal professional site, not a store, and it does not create accounts or ask you to log in.
What is collected
When you visit, standard analytics information is collected through Google Analytics 4 and Google Tag Manager. This includes your IP address, general device and browser details, pages viewed, and how you move through the site. Microsoft Clarity is also used to see how pages are actually read, which includes a playback recording of your visit. That is explained in its own section below. The site may also load advertising pixels from LinkedIn and Meta so that people who have shown interest can be reached later with relevant ads (retargeting). When you visit or log in to our website, cookies and similar technologies may be used by our online data partners or vendors to associate these activities with other personal information they or others have about you, including by association with your email. Hosting and security are handled by Cloudflare, which processes basic request data to keep the site fast and protected.
Session recordings and heatmaps
This site uses Microsoft Clarity to understand how pages are actually read rather than just how many times they were opened. Clarity records a playback of your visit: which pages you opened, how far down each one you scrolled, where you moved and clicked, and how long you stayed. It also combines many visits into heatmaps that show which parts of a page people look at.
Clarity does not capture anything you type. This site does not ask you to type anything: there is no form, no search box, and no login. Clarity also masks the contents of input fields and dropdown menus in every one of its settings, and masked content is never sent to Microsoft.
Session recording is treated here as analytics, not advertising, and it stays off unless measurement is permitted. In plain terms it does not run if you have opted out on this device, it does not run if your browser sends a Global Privacy Control signal, and it does not run for visitors in the European Economic Area, the United Kingdom, or Switzerland unless you press Accept on the privacy prompt. If your location cannot be determined, it does not run. If you opt out after a visit has started, recording stops and Clarity's cookies are deleted.
Clarity sets two cookies on this site, named _clck and _clsk, so it can tell one visit from another. Microsoft processes this data on our behalf. Microsoft's own privacy statement is at privacy.microsoft.com.
Cookies and similar technology
The site uses cookies and similar storage to measure traffic, to support the session recording described above, and to support the advertising pixels described above. It also stores small cookies to remember your privacy choice and whether you have seen the cookie notice, so your preference sticks on this device.
Third-party vendors, including Google, use cookies to show ads based on your prior visits to this website. Google's use of advertising cookies lets it and its partners serve ads to you based on your visits here and elsewhere on the internet. LinkedIn and Meta use similar pixel technology for advertising.
How the information is used
The information is used to measure how the site performs, to improve it over time, and to reach relevant people through ads. It is not used to make decisions about you beyond showing you ads that may be more relevant.
No sale of personal information
Personal information is not sold. Under California law (the CPRA), some analytics and advertising cookie activity can count as "sharing" for cross-context behavioral advertising. When you opt out on this site, that opt-out also covers this kind of sharing.
Third parties
The third parties that may receive data through this site are Google (Analytics and Tag Manager), Microsoft (Clarity session recordings and heatmaps), LinkedIn and Meta (advertising pixels), and Cloudflare (hosting and security). Each has its own privacy practices.
Your choices
You are in control. You have these options:
Opting out turns off analytics and advertising cookies on this device. Your choice is remembered here. If your browser sends a Global Privacy Control signal, this site honors it automatically.
- Use the opt-out and opt-in controls above to turn analytics and advertising off or back on at any time. Opting out also stops session recording.
- Turn on Global Privacy Control (GPC) in your browser or a browser extension. This site detects that signal and treats it as an opt-out automatically.
- Use your browser settings to block or delete cookies.
- Opt out of personalized advertising directly with the ad networks. You can turn off personalized Google ads at Google Ads Settings, opt out of many other companies' interest-based ads through the Digital Advertising Alliance or the Network Advertising Initiative, and prevent your data from being used by Google Analytics with the Google Analytics Opt-out Browser Add-on.

Data retention
Analytics data in Google Analytics 4 is kept according to Google's default retention period, after which it is removed on a rolling basis. Microsoft Clarity keeps session recordings and heatmaps according to Microsoft's own retention period for Clarity. Records produced by the visitor-identification service described above are kept while this site is being used for a job search, and can be deleted on request using the contact route below.
